Heads of government departments are advised to protect their staff from over-exposure to the current torrid weather.

Chief Secretary to the Government Tan Sri Ali Hamsa said so far he had not issued any circular to that effect and was leaving it to the ministries including the Health Ministry to take the necessary actions based on the advice of the Malaysian Meteorological Department.

He told this to reporters in commenting on the death of a police trainee from heatstroke in Segamat on Thursday.

He on Friday had launched the 1M4U Volunteer Programme of the Wives of Civil Servants and Women Civil Servants Association (PUSPANITA) at Kampung Mangkok, Setiu here.

Ali said he hoped the heads of departments would take note of the incident and increase efforts to counter the effects of the heatwave sweeping the country due to the El Nino phenomenon.

On employment of contract officers in the civil service, Ali said at present, there were about 50,000 contract staff in various ministries and departments.

He said that for the moment, their services are still being continued and will consider to extend their services when their contracts expired.

"The government is concerned about this group of employees. PSD (the Public Service Department) has made an estimate ... when they have served more than 15 years and above, they will be automatically absorbed into permanent posts", he said.

Meanwhile, when launching the IM4U PUSPANITA Volunteerism Programme, Ali, who is also the national advisor for PUSPANITA, said the elements of unity and the spirit of volunteerism must be nurtured in order for a balanced and harmonious society and goodwill can be achieved with the participation of youth.

He said a community will not be able to progress if the youth in the community have a weak self-esteem and lack knowledge.

He praised the the Ministry of Agriculture and Agro-based Industry for its efforts under the National Blue Ocean Strategy (BOS) to involve youths in the 'My Kampung My Future' programme in kampung Durian Telur, Hulu Besut, which has led to the successful development of the village by the youth.

He said efforts to encourage young people to remain in their villages by developing agricultural activities should be emulated and followed.

Ali said through agricultural activities as many as 108 young entrepreneurs in Kampung Durian Telur, have managed to generate an income through agricultural activities including organic rice cultivation amounting to RM86,500 with an average income of RM7,200 per person last year.

He said such activities should be increased by involving more youth at other places.
