A video featuring a Kuala Lumpur City Hall law enforcement officer involved in a brawl with a hawker, who was allegedly operating without license at a hawker’s centre has caught the attention of netizens slamming the 'episode' as insensitive.
The 177-minute clip opens with a group of City Hall officers approaching the hawker selling drinks at Taman Permaisuri in Bandar Tun Razak, Cheras for her to cease operation.
A ‘drama’ ensued when a female enforcement officer tried holding the hand of the hawker. The seller avoided several times before it escalated into a brawl.
When the enforcement officer tried to hold the seller’s hand again, the hawker got furious.
“Saya pun cakap elok-elok. Jangan angkat. Sue lah. Bukan saya jual dadah. Saya meniaga. (“I’m saying this nicely. Do not take it away. Just sue. I’m not selling drugs. I’m just a hawker.”),” said the tudung-clad lady to the DBKL enforcement officers, her hands flailing mid-air
“Ini barang niaga lah. Kau nak buat apa benda-benda ni semua,” (“These items are for my business. What are you going to do with all these?”),” she asked the officers.
When the hawker said that another City Hall officer told her colleague, “biarlah!”. (“Let her be!”.)
When the officer tried explaining about the standard of operating procedures of opening a stall at the premises to the lady – the hawker refused to budge and act accordingly. This inevitably led to a ‘catfight’ forcing unlookers to calm the 'rattled' lady down.
Some onlookers along with some City Hall officers’ attempt to break the scuffle turned futile.

Since the video was uploaded, it has received numerous shares on Facebook.
A Facebook user who uploaded the video on his Facebook page said the incident could be avoided, if the City Hall officers could explain to the seller, asking her to keep her business equipment for a stipulated period.
City Hall in a statement said that the woman has acted aggressively, hindering the officers from taking action.
“She pulled the officer’s uniform until her headscarf came off, but she did not suffer from any injury.
“However, the officer and her colleagues managed to calm the situation and no action was taken on the hawker, to avoid the situation becoming tenser.
“Her seized things were sent to the City Hall’s confiscation unit after a police report was lodged at Balai Polis Salak Selatan, Cheras pertaining to the incident
“City Hall often get this kind of resistance when taking enforcement action, but they have been instructed to comply with the Enforcement Procedures (SOP) when taking action," said City Hall Corporate Planning manager, Dr Ismail Stapa.
Dr Ismail added that City Hall has visited the area on the day of incident on Sept 20 after issuing eight notices to eight unlicensed hawkers on Sept 16.
“On the enforcement day, the same actions were taken against eight other hawkers without resistance.”
